Dallas - Tom L. Beauchamp Jr., a native of Paris, died Thursday, March 19, in Dallas. Graveside services will be at lO a.m. Monday at Evergreen Cemetery, Paris, under the direction of Sparkman Hillcrest Funeral Home of Dallas. Mr. Beauchamp was born Dec. 16, 1913, in Paris. He held degrees in business administration (BBA) and Law (LLB) from The University of Texas at Austin. He also was a distinguished alumnus of Paris Junior College and has been honored by the college for his service. Mr. Beauchamp worked for Blue Cross & Blue Shield for 35 years, serving as president from 1967-1978, after many years of service as senior staff counsel. Preceding these years in Dallas, he had been, successively, secretary to the Governor of Texas and director of mutual companies for the state Department of Insurance. In career related affiliations, Mr. Beauchamp served on the Board of Governors of the Blue Cross (national) Association and on its executive committee. He was the author of the proposal to consolidate Blue Cross and Blue Shields, and he was a member of the task force created to establish the feasibility and the implementation of the proposal. He also was a member of the board of directors of Republic Bank Corp. from its inception and until his retirement in 1987. Mr. Beauchamp had numerous church and civic responsibilities. He was a member of White Rock Methodist Church, a long-time adult class teacher at the church and former chairman of the church board. In addition, he was past lieutenant governor of Kiwanis International and president of the White Rock club. He was awarded Kiwanian of the Year and the Legion of Honor. He also served as Dallas city councilman from 1955-59. He was a former member of several governing boards: American Red Cross, Boys Scout Council, United Way and Dallas Crime Commission. He served on the advisory board of the school of Business Administration, North Texas State University. He was a holder of the Boy Scouts' Silver Beaver Award. In his retirement years, Mr. Beauchamp became active in the work of the Presbyterian Village North Foundation, where he served as chair of the board and the investment Committee. He was instrumental in raising a large endowment for the foundation and served on the Presbyterian Village North Council, which recently awarded him a life-time membership. He is survived by his wife, Eleanor Aden Beauchamp; son, Jim L. Beauchamp III and his wife, Ruth, of Rockville, MD.; grandchildren, Karine and Zachary Beauchamp; sister, Mrs. J. C. (Kathleen) Pugh of Dallas; sisters-in-law, Nancy Aden and Bettie Ann and her husband, Dow Huggins.
